What do you call it when 20 people in a democracy whose views are not shared by the majority or the government?
In the United States it would be mere flatulence in the wind. The essence of democracy is that the majoirty, acting through its duly elected representatives, decides issues of foreign policy and national security.
If it’s Israel you’re talking about, however, the dissenting view of 20 people is headline news that must be given prominence around the world:

JERUSALEM (AFP) – A group of notable Israeli figures, among them former senior officials, are calling on Europe to recognise a Palestinian state at the United Nations in September in a letter published on Friday.
We will be seeing more and more of this blatant propaganda by the anti-Israel elements in the media over the next several months as they attempt to set the groundwork and cheerlead for the Palestinians’ ill-advised attempt to have the UN impose the Palestinians’ demands upon the Israelis.
